Overview

The recently enacted Inflation Reduction Act (IRA) includes nearly $300 billion in transformative energy incentives. Our panel will discuss what the new and enhanced credits and incentives can mean for private companies. The IRA is also notable for what it didn’t include, and we’ll be ready to answer questions on the prospects for unfinished tax priorities and the new tax legislative outlook coming out of the midterm elections.

             Dustin Stamper

Dustin Stamper is a Managing Director in Grant Thornton’s Washington National Tax Office and leads the tax legislative affairs practice for the firm. Dustin is responsible for monitoring tax legislative and regulatory activity for the firm. Dustin’s duties include providing updates, insight and technical analyses of legislative and regulatory developments; communicating with legislative staff on tax priorities; and developing published articles and official comments on regulatory matters. Dustin also serves as technical resource on opportunity zones, excise taxes and credits, passive activity rules, the alternative minimum tax, and the net investment income tax. Dustin spent four years on Capitol Hill for Tax Analysts covering Federal and State tax legislative developments – as well as regulatory developments at the IRS and Treasury.

Grant Thornton

Mike has 15 years of experience in assisting clients in identifying, negotiating and implementing business incentives. Based in Chicago, he currently serves as a Managing Director at Grant Thornton LLP. Prior to joining Grant Thornton, Mike has held senior positions in government, industry, public accounting and financial advisory firms. His governmental experience included a variety of roles, but most recently he served as a Senior Project Specialist with the Illinois Department of Commerce & Economic Opportunity. In addition, Mike was National Leader of Incentives & Credits for Sears Holdings Corporation where he represented Sears across the county negotiating incentives, managing consultant relationships, and managing credit and incentive compliance. While at Sears, Mike managed the implementation of a $77M New Markets Tax Credit allocation. Mike has represented clients in all industry groups including retail, renewable energy and consumer products. His specialties include state tax credits and incentives, local incentives and new markets tax credits.

Now running her own advisory business and participating as the “Managing Media” guest columnist for TVNewsCheck (https://tvnewscheck.com/), Mary M. Collins was President and CEO of the Media Financial Management Association (MFM – formerly known as BCFM: Broadcast Cable Financial Management Association) and its Broadcast Cable Credit Association (BCCA) subsidiary through September 30, 2021. A media industry veteran with 25-plus years’ experience, Collins joined MFM/BCCA in January of 2003. Under her leadership, Collins and her staff increased the associations’ focus on members’ needs resulting in an increase in MFM memberships, growth in registrations at the associations’ annual conference – Media Finance Focus – and an increase in gross revenues for BCCA. Programs fueling this growth included: new Seminars such as the CFO Summit, the Media Tax Summit, Media Outlook 20XX, and Localism programs; monthly Distance Learning Seminars featuring relevant content from top industry experts; updates to the Associations’ publications – The Financial Manager, the UPDATE, the BCCA Credit and Collection Handbook, MFM Industry Guidelines, Understanding Broadcast and Cable Finance Handbook, and others; new member benefits; the addition of third party credit data to supplement BCCA’s Credit Reporting System; and a focus on making the associations recognized industry leaders when working with the advertising community as well as with regulatory agencies such as the FCC, the IRS, and the SEC.
